Does Barney Frank have a speech impediment or something?

I was watching him on 'Meet The Press', and I couldn't understand a darn word that he was saying! I can't stand that guy! He sounds like he has a corned beef and rye jamed in his darn mouth! And he rants on too fast! And some man is dating that?! Ewww ... What's his name lol? Well I guess the women are happy that he's 'just not into' them lol.
